Ideas on documentation with ADL releases

I'm thinking it might be good to include design documentation with the ADL drops.
Documents such as ATBD, OAD, descriptions of the formats and data structures of the
algorithms. If source documentation is available with the drops it would alleviate some
problems matching code to correct docs.

I'm also wondering if more generally a programmers manual could be provided for
people doing their own sci2ops conversions or building new algorithms from scratch. I know
that MIS may want to do this work.
